Nobody can price a project they haven't studied. Be suspicious of anyone who gives you a number after 20 minutes. His bracket isn't a bid, because he doesn't bid.

Your town, your project, your budget, your timing. If it isn't a fit, he'll say so on the call and point you somewhere better. If it is, he names the Planning Session once and leaves it with you.
